Dear Mr. Watney,
I am sorry not to have been able to reply to
your letter of the 14th October before now, but I think
it is regarded here as evident that the interruption of
trade channels with Canton will disturb the normal sources
of supply of certain food lines to Hong Kong es pecially
fresh vegetables, poultry and meat. The Secretary of
State has, of course, kept in touch with the Governor
to ensure that no serious food shortage should arise in
the Colony, and all necessary powers are being taken by
the Governor to meet any emergency, indeed you will no
doubt have seen that the Governor has already published
hie Emergency Regulations.
